boinc-dev software package provides development files to build applications for BOINC projects (transitional), you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install boinc-dev
boinc-dev is installed in your system.
Make ensure the boinc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep boinc-dev *
You will get with boinc-dev package name, version, architecture and description in a table
